Trading Algorithm using C# and VB to link to trading platform via API

Code an automated algorithm that trades off the settings defined in a text file.
It should pull historical data on different stock symbols from the trading platform Sterling Trader Pro or an external website, whichever works better. Several stocks will be traded relative to each other's movements (also known as pairs trading). Several statistics should be calculated by the algo going back 5 years. Orders based on the text file parameters will be sent
There should be an adjustable gui interface that allows different symbol inputs, account selection, and buttons to turn off certain symbols. This can be very simple looking with the focus on functionality.
The algo should also not interrupt other algos also linked to the API (a sample will be provided.) Further instructions will be provided to selected proposal. Please read the attached document on the API link and be familiar with equities trading.
