Dating Site like [login to view URL]

Looking to create a site similar in content and operation to [url removed, login to view]

Still working on detailed specification but looking at the above site should give a good idea.

In summary:

1. ALL profiles will be manually checked (when new or amended) and only published when approved - so need an admin facility to 'publish/unpublish' profiles.

2. Site users will be able to upload a single photo but can password protect it so another user can only see it having been given the password.

3. Will need payment integration (Paypal, others?)

4. Needs email messaging system for users to contact each other,

5. Possible chat (but probably not initially unless it is simple to integrate)

6. Simple, subtle and elegant design (like [url removed, login to view])

7. Search by location, profile name, age range, etc.

8. User account access and profile amendments from mobile phone would be a desirable feature but not necessarily initially.

9. Admin access via mobile would be useful.

When I have finalised specification I will make it available - appreciate anything I have not mentioned here that is a requirement will lead to increase in costs.

All admin functions must be accessible by me. Don't know if this is possible in Joomla or Wordpress as I have a good understanding of these systems. If not these systems, what platforms and technologies would be used?

I will handle all domain and hosting issues.

I do not have a particular budget in mind so have just chosen $250-$750 as I had to choose something!
