DOS BAT file help -- 2

I have a BAT file

if produces a file of installed apps, if a file created is empty I want it to launch a web site

This works for ME:

what I want to do is, if the text file, [login to view URL], created is blank, execute a web page using internet explorer "[login to view URL]"

next

If Exist c:/temp/*.iso >c:\temp_swc\[login to view URL] if this is empty, pop up a message to the user to move a copy of the ISO to the c:/temp folder
