Web site promotion (Freelancers site)

I need a email campain AND a press release campain for my new Freelancer site. Provider will assure a good campain to find freelancers to register (free) on the site by any "legal" way of email sending. I want to have someone who can also send a press release in a good number of newspapers all over the world. My site is in a "PRE-LAUNCH" mode, witch mean I want to focus on having freelancers to register on the site (free). If the first campain is good, the same person will do a LAUNCH campain to get people to post their project on the site. Please provide the number of emails you have in your database and also how much newspapers you can reach.
