Need support to format some wordpress content in Gutenberg editor

I have 10 articles in my wordpress.

1) add anchor to headings
2) add table of contents which link to headings
3) Working with me for couple of iteration until the article formatted to the requirement
I dont want to install plugins to do this. You need to have good experience in formating the wordpress content in html format as well.
