Need help building a Dreamweaver website

Hi, I need to update my website which has not been done since 2003! I have Adobe Creative suite with Dreamweaver but find it too difficult (as I only have basic HTML 1 skills) to set up a basic site via bootstrap so that it automatically resizes dependant on the screen / phone / pc etc. I need someone to build a resizable 5 page site template with menu bar and working Contact Us page that resizes for phone or PC and provide the master files so I can then adapt with my own content and upload. I would also require to be able to insert YouTube clips. Is this something you can help with? Failing that any web design that I can edit and adapt without another expensive programme.
