Need web developer to put up small business website

I am launching a new business and want to put up my website. It has been completely written and designed and I will provide the necessary files to you. It is a total of 5 pages. There is no marketplace component, as it will provide information only. There will be 1 area on the contact page where we will capture a contact request and message if a customer enters it. I would like to ensure that the design is tailored to both a desktop computer as well as tablet/mobile devices.
I am open to where the site is hosted, but since it's already designed and I shouldn't need to make too many changes, it would probably make more sense to host on a lower cost platform than a more expensive website builder like Squarespace, etc. I purchased the domain name from Google Domains in November.
In previous projects I often get bids that throw a price out but the freelancer clearly did not read or understand the project so the bid was essentially worthless. If you could please include a line in your proposal that states you have read about the project and that your price is accurate based on what I've written, that will help me weed out those who don't bother to read.
