This describes the rules of a game called "Penguin". It appears to be a board game with dice rolling and pieces that represent penguins. The first player must roll a 6 in order to bring out a figure from the house. If they don't roll a 6 in 3 attempts, their turn is over. If they roll a 6, they can then move the figure to the starting square and roll again.

If a player already has a figure on the field, they can only roll once and must follow certain priorities in moving their pieces: reach the goal, capture an opposing penguin's piece, or move any piece by the number rolled.

If a 6 is rolled, the player gets another turn unless they cleared their starting space. The game ends when a player has brought all their figures to the finish. If a 6 is rolled with a figure at the goal and no other figures on the field, the player can roll again to bring out another figure.

This appears to be a game of strategy, luck, and capturing pieces.
