I need a Minecraft developer to help create a mod for a subway map

I am trying to create the NYC subway system in Minecraft 1.12.2 Forge. The system uses mine carts, with that said some custom mods are needed to improve the short comings of mine carts. Here is what I need:

-A mod that adds 3 additional styles of tracks that I can use my own textures on the tracks must include: powered rails, detector rails, rails. The 3 extra sets should be named "Concrete" "Elevated" and "Rusty"

-A mod that adds customizable mine cart speed and is compatible with the previous listed mod, it must function like the mine cart speed plugin that currently exists on 1.13.2-1.15.2, however it should work for 1.12.2 and should use a track that when the mine cart passes over it changes the speed (only of that mine cart) based on a speed multiplier that is configurable via a custom track piece, the GUI can be bare bones and should use an item to access to prevent players without permissions from using it. There should be 4 total styles of this, compatible with the previous mod.

-A compatible mod with the previous two that adds curved powered rails & detector rails although this is not the most important thing but I will eventually need it so if someone could would be great

I will be paying of course. Between 150-200$
