Data mining Shanghai - prospective clients

I need a data miner to find me contacts of possible clients in SHANGHAI.
I only need foreign contacts (non Chinese). 90% of the contacts must be European and Americans, currently LIVING AND WORKING in SHANGHAI.
I need a total of 2000 contacts. I need to receive then at a rate of 500 contacts per week (during 4 weeks).
You can send me the contacts in excel with the following information: FORENAME; SURNAME; CCOMPANY; JOB TITLE; TELEPHONE NUMBER; E-MAIL.
I will need the excel file every monday at 9am (beijing time). I will release escrow when each batch of 500 is received.
