Get docker-compose file of hasura to work with HAPROXY for outside access.

Right now, I have a server written in dart, you most likely won't have to touch that at all. Hasura is not allowing access to it from outside of the local network. I think it might be a configuration issue with HAPROXY. I have to get Hasura to load the metadata and sql file so I can use my server to access it's contents. The server is running fine, the docker container is running with with postgres, it's just that the system is not allowing outside/remote access to Hasura, and that is making it impossible for me to restore the metadata and sql information to both postgres and hasura.
