User Interaction Mobile App for Android/IPhone

This needs to support iPhone/Android, and most common browsers. The content and presentation needs to be simple, and clean.
1) Needs to allow users to login/create user profile (Either in user category of two types. i.e. 'Submitter' (submitting the query) & 'Responder' (responding to the query)
2) The user submitting the 'query' must be matched on their specified location, and the query needs to only be sent to 'Responder' users within a designated geographical area - This needs to be specified by kilometres/miles by the logged in user submitting the query.
3) The query sent needs to be presented to the 'Submitter' within a visible table within their login profile page, with the responses populated. This also needs to be a similar setup for the responder to see all their submissions, and associated [login to view URL] submitter can only submit a single response.
4) Notifications sent to both the submitter and the 'Responders' found within the geographical area. i.e. sound or notification popup from mobile app.
5) The original query from the 'Submitter' would need a specified time limit for responses to be provided. The responses would not be presented to the 'Submitter' until the end of the time period. The responses would be masked in someway, with only a single (winning) response revealing details.

# Needs to be scalable to allow for future data manipulation and growth (.i.e. build of top of existing functionality)
# Further details to flesh this out, and add some additional 'bits and pieces' would be discussed with the developer. It would be an expectation that minor details not outlined here will be included in submitted bid from developer.
