Mobile Phone "Browse the range" app

Hello,
This is the first time I have commisioned the creation of an app and I would be glad of some guidance in what is required.
Our company manufacturers architectural lining systems and our range has been steadily growing. (See [login to view URL])
I need to create a mobile phone or ipad app (or apps if we need different one for the different platforms) that allows an architect or interior designer to quickly browse our range by looking at pictures and then show his/her client, request more info and/or specification wording and/or drawings.
I'd like the deisgner to be able to sort or filter the photos by multiple options, eg.
Look, Budget and various performance criteria.
This job needs to be completed quickly.
Requirements:
-Someone who can not only program but can also do the UI design
-Someone who can create apps that are compatible with iPhone5 and IOS6
-Someone who takes pride in their work and makes polished looking products
-Someone who speaks English well
