Suggested design :
1. Admin mobile app that the admin can select text + image + url . Then it will be saved in a shared DB
2. When the admin post the news, all users (who have the users app) will get a push up notification that show the text + image + visit the url.
3- users don't need to register, basically any one have the app can see the news ( plus old ones ).
4. Admin can add/edit/delete these push up notifications
