Security Feature for iOS (Swift), Android (Kotlin), and BE (Ruby on Rails)

Sober Grid is a company dedicated to helping people recover from drug and alcohol addiction. Currently, we are in need of a full-stack developer that can implement a feature needed in our production iOS and Android app.
The feature is to improve the security of the app. Right now, end-users of the mobile application create a profile to use the app. If the user is blocked, then they are logged out of their account. But they can still create a new profile. We need to make sure that when a user is blocked on the BE, they are unable to create a new account on the same device.
We were thinking this could be possible by generating a unique ID on the BE, associating it with a particular user, and then inserting this ID into the user's keychain. This way, when a blocked user tries to create a new account, the BE will check the user's keychain and, if it matches a blocked user, then the user is unable to create a new account.
We are open to any additional ideas as to how we can implement this, as well.
