Windows server error, probably permissions

We are having an issue with my application running on .NET 4.0 and Windows server 2008 R2
Below are the details
The application is crashing at the start because fails to load an DLL and trhow this exception:
[login to view URL]: failed to load [login to view URL]
I google this & found that this could be a permission problem.
Same code is working fine on my local Windows 8 64Bit and on my Windows XP 32bit.
Note:
The B.dll is present in the TEMP path. ( i think is created at the first execution of the application )
But files to load it, and i dont know why.
