MetaTrader 4.0 and C#/Java interfaces

Hi,
I look for interface (libraries) to communicate between MetaTrader 4.0 Server and C# (or Java to depend if it's more easier). We would like to be able to :
- Receive Tick by Tick datas (by currency pairs)
- Retrieve account informations.
- Order management. Add, modify and cancel orders.
- Finally, enable to retrieve Historical datas to initialise ours indicators at startup.
As MetaTrader doesn't provide COM objects or Java JAR to access MetaTrader Server (only C++ DLL I think) ...
I'm not enough familliar with C++ and not enough time to learn it. But I'm already Java and C# familliar.
If you can give me an estimate.

I'm not real excited about doing anything for $1500. But if they already have a C++ interface, I can put it inside a .NET wrapper for $1500 up front. I did this a couple times like six months ago for some video stuff Daha Fazla
