Maintenance and project based development programmer

Looking for a part time programmer, probably 15 - 20 hours / week, as well as project based development for new features, reports, devices, etc.
Must be familiar with the following current infrastructure and languages.
Our remote patient management platform uses end to end encryption for all of our data. We use SSL when data is moved to and from Mobile and Web portal. We also use SSL when we move data on our internal network from a web server, to application server, to database. Data in the database is also encrypted in 3 ways, at rest encryption, disk encryption and the sensitive parts of data itself are also encrypted before/after retrieval, which is decrypted by the application itself.
The AWS is on a HIPAA Compliant Server. Platform Specifications:
•Amazon Web Server(AWS)
•Built with node.js, then using [login to view URL] as a framework for RESTful API
•[login to view URL] with Schema using Mongoose for a standard BSON fields
•HSTS caches Website only supports HTTPS protocol.
oHTTPS secured by an SSL certificate we redirect all http request to https for encryption
•HTTP/2, NGINX reverse proxy for forwarding request to node.js and for faster serving of static files
•PM2 to handle node.js process and for automatic restart on failure and the ability for scale for clustering
