Design a Matte Painting for me

I need a matte painting designed, with the scene of Destroyed City in Photoshop. The Freelancer needs to have previous knowledge of photoshop, basic sense of design along with past experience in Matte Paintings and Digital Art.
I've also attached a few samples as to what it should and can look.
I will be needing all the files for the same, i.e. the Final Render, the psd files, and the reference images used.
What I need you to is to gather different aspects from various images and combine them into one, while making the final render appealing as well.
Also, please include your portfolio on the same while bidding.
