330382 Name Submit if Dont Purchase

Is there a way I can have the awebber name/email popup or popunder or some kind of way to get contact info ONLY if they dont complete the purchase? I use paypal, for example: If they come to the site(homepage), the back out, it comes up, if they get to the paypal checkout page, but dont buy, it comes up, but if they fully complete the purchase it does not come up.
