Magento based site with amazon addon products

I have a magento based shopping cart website. I am a newbie in using the admin panel. I am migrating my product listings to magento from my amazon account.
My requirement is I am selling some products in amazon that are addon products. Buyers can buy Addon products only if their total cart price is over $35.
For example [url removed, login to view]
Now Buyer can buy 5 of this same item to make above $35 or buy some other products that will make total cart price more than $35. In either case only amazon will let buyer buy the addon item.
Please understand this functionality first before bidding.
Solution for this problem may be as simple as configuring some options in admin panel or may be creating a custom extension.
1. Not all products are addon products.
2. User should be able to buy 1 addon product + 1 normal product as long as the total is above $35.
3. User should be able to buy two or more same/different addon items as long as the total is above $35.
4. User should be able to buy normal products even cart total is less than $35.
