App Application / Program Development Playing Audio Clip on Website

Hello Programmers!
We need a simple application developed as soon as possible (hopefully within 24 hours). The app needs to be web based (streamed from our website which is in html5/php) and accessible for both PC AND Smart Phone users (Android & iOS).
The program is simple, we have a 6 minute .wav or .mp3 (your choice) audio clip that needs to be streamed from our website. The website visitor will click on an icon and then a window should pop-up and that says a line of text and has two images on it. There also needs to be several typical media playback functions like: Stop, Pause, Play, Rewind
After the program is created it also needs to be uploaded onto our website (which is in HTML5/PHP).
Our budget for this project is $100 and if it goes well, we would welcome the opportunity for you to work on other apps for the website (we will have 8 total and the other apps are more sophisticated and also have a larger budget).
Look forward to your prompt replies! The timeline is to begin work on this immediately and finish it hopefully within 24 hours at the latest. Estimated time for development of this project is 4 hours.
