sales portal with instagram hash

I would like to create a web portal in which users can write a hash, and website will make a search on instagram.

The purpose of the website is sellers take a picture, use a hashtag, and the item will be listed on webpage.

If the user is registed on website he can set the prices, otherwise the portal will send him an email with an invitation to register and set the price.

Im not sure if the portal should scan instagram and make his own database or if instagram api allows make the search directly on their database. Anyways we are looking a good proffesional who can take care of this doubts and gave us always the best option.
