Email Convert Script (Big5 to UTF-8)

Our current ticketing system can ONLY pipe emails sent in UTF-8, or else everything in the email/ticket will become unreadable. For example, if an email is sent in another format such as Chinese(Big5), the subject line and all content will turn into garbled text after it's piped through our system.
So, we need a script that can convert every email to UTF-8 before it reaches our ticket system. It should work like this :
=> We get an email.
=> Your script checks that email, if it's not UTF-8 convert(Both Subject & Content) it into UTF-8.
=> Forward it to another email address.
=> Our ticket system pipes the email, ticket created.
Wish I'm clear enough. We can't edit that ticket system(No source code) so this seems to be the only way to proceed.
PS. Escrow can be provided upon request. Script can we written in PHP or CGI/Perl or whatever you prefer/specialized in.
