Simple LMS with online buying cart

Want an online LMS (Learning Management System) with all common features like -

- course assigning;

- users creation with different levels(1-Admin,2-Course Owner,3-Student);

- course buying(integration with paypal, online net-banking, offline activation by entering payment receipt code);

One unique feature which is most required is -

When the course which is subscribed, the course content is downloaded to the user's server. User then can make this course accessible in his LAN without accessing the original server. So its up the bid winner(developer) to decide the architecture. Finally I expect two packages -

1. The server code containing all the licensing and tracking part

2. Middle server code featuring the LAN course tracking. This also need to update the tracking information to original server in regular interval of time.
