Design front page and inner page for a new site

I'm in need of someone with exceptional design and slicing skills to produce a relatively simple but graphically appealing web site for me - need this done ASAP though.
The site (first of 3 for the same designer) is for a private limo company specialising in sporting events - I'll supply domain name details via PMB - the design is to be cartoon style, but very professional - show me some cartoon styles and I'll let you know what type I like.
Simple front page, and an inner page to design and slice and I'll build the rest.
Plenty of work for the right designer I assure you.
Maxiumum spend is $75 for the two pages.
I've done a very rough layout to help things along, colours will be variable, main aspect is the header image - will need a few images for that for the rotator - use a rugby image and convert to "cartoon" style or some other style.

I am asking all providers to create a header image in the style they propose to use for the site - doesnt have to be a finished image, just enough to give me an idea of what you intend to do.
If you do not wish to spend the time creating this sample to show you style then no hard feeling but please withdraw your bid - I do not want to hire someone without knowing that their style matches my ideas.
