Ongoing developer to work on google apps - repost

Hi I'm looking for someone who I can work with on a longer term basis to develop a website using Google Apps. We are a start up so we don't have a lot of money but we can give a lot of work, this is perfect for a freelancer who has other work on but need to top it up. I expect around 30 hours a week, if this takes off possible more.
The website is to be built in Google App so you need skills in python and java.
I'm mainly looking at the moment to test people for someone I can build a good longer term working relationship with. For this we are looking for someone who:
1. Has good english
2. Very good communication
3. Has a good history on this site.
4. Is a good programmer in google app skill (no design needed, we have a internal designer)
Please respond with details and we will test out a number of people. To start with we are looking to pay around the £5 mark with bonus and increase as the project becomes profitable.
Cut and paste application will be ignored.
