PHP PROJECT -2

I require a web app which can monitor a hotfolder for incoming XML files. When a file is found the content should be analysed and then posted to a url as a HTTP POST with content type text/xml and the XML as the message body

The app will determine what URL to POST to depending on the account number within the XML.

This application needs to be complete today during GMT hours.
