Professional Mortgage Site with CMS

I am looking to have a site done that is modeled after mortgageloan.com. Site will contain dozens of highly optimized pages based on mortgage keywords, as well as state keyword variation pages such as a "florida mortgage" page. Site will also have a calculator section, articles section, and am also looking to add a phpbb forum to the site.
I will be using leadpoint form throughout all the pages of the site similar to the way [login to view URL] uses leadpoint as well.
Template needs to look professional and have clean look of mortgageloan.com.
I will develop the content for the site seperately but want it to remain easy to constantly add new content and pages to the site. The way [login to view URL] is setup is a perfect example of how I want this site to be. I want the urls to be search engine friendly and not be dynamic urls.
I am reposting this project with only difference being I want it as a content management system. I want to easily add new pages and make changes to the site from a web interface. The content management system should be easy to apply to new sites and projects as well, with ability to easily edit template.
