Website Design Needed For 'Freebie' Site

I am in need of a freelancer to redesign our network of Incentive marketing sites. The system itself is entirely templated and utilizes php, css, & html to produce the designs. You as a designer will be responsible for creating a visual package for our user end that is both energetic, fun, and professional. I would like each site to have a similar design across the network, but each individual site to have a distinct color to it (similar to Free4me, BonusNetwork, and others).

Sites I like the look of:

Please do not blatantly copy any one of these designs -- each has aspects which I would like emulated in an original site design.

The following sites I would like designs created for:

5 & 6. Two unreleased sites I will tell you about after receiving the job.

In addition to the site design, I would also like a 'forum package' of graphics to provide my users with. A 'forum package' consists of an avatar with the Free Enterprize logo, user bars & small banners for each of the 6 sites & 1 for the entire network, 1 Free Enterprize Banner which can be used on our network portal.

If you have any questions about anything, please PM me. Keep in mind, all I am asking for is the visual design and the coding of it into the php template files. Integrating the design into the script should be simple enough for any skilled PHP programmer. If you only want to design the site, and not code it into the script, we can negotiate a fair price for the design alone and I can hire another to integrate it. I do NOT need any coding changed outside of the CSS & template files (I am only stipulating this because I have had freelancers in the past state they need almost two months because they want to overhaul my script -- that is not what I need). Also, this is a bid for the whole project, not a down payment - please do not simply bid to attract my interest and then quote me a price completely out of my budget later.
