Allow plugins on wordpress website

I don't know how the coder has done this, but somehow we have a website in wordpress that does not allow plugins to be added, see screenshot.
I need to be able to install yoast and seo this site and to be able to add more users at admin level.
I can provide wordpress access, if you need FTP etc then please ask.
