Build a complex Website for a Recruitment Consultancy

We have established a start-up whose 85% of the operations would be governed through a web-site. We are expecting the website to have a decent design & high feasibility with regards to the internal & external operations. A web-draft including the minutest details of the web site (to-be) is 100% ready comprising of 66 well compiled pages.
The web site shall have integrated operations with the companies/organisations who are intending to recruit classified workforce and the candidates. Other internal operations of the website such as Revenue Management, Time-sheets, would also be managed through a private URL (meant for internal purposes). The Web-Draft exhaustively includes the following-
1. - Inter-operability between Interfaces & Database Requirements
2. - Web Requirements- Interfaces & Consoles – External Operations
3. - Internal Management (Project Console, Revenue Management, Request (REQ) Mgmt., Task
Management, Reporting System and two more )
The draft also includes explanatory notes for the Web Designer (to ensure balanced understanding of the concepts and their practical competency of being implemented).
The professional web-designer would be given all authority to provide professional advise with regards to the design, any modifications (by adhering to the terms of a mutual written agreement) in the form of email communication.
We are expecting high professionalism, reasonable costs and regular communication.
Please note : The professional web designer is expected to sign a Non Disclosure Agreement (NDA) before the actual draft (applied for patent) is submitted for review and analysis for further implementation.
* the Web Draft shall be compatible with Microsoft Office 2013 or later versions.
