Custom Work / plugin on a wordpress site

Hi, I need someone to help my programmer do some custom work on my site.
Let me explain.
My website has
Categories: Hotel, Restaurant, Nightlife, Wellness
When a property adds there listing ... ex: [login to view URL] (Check Listing Features) you will notice that you can click the tags
I would like to create 3 separate boxes
- Setting
- Style
- Interest
and each location will have different tags according to its specification that is all clickable.
Ex: (Look at image how its set up) Screen Shot 2018-02-07 at 2.58.00 PM & Screen Shot 2018-02-07 at 2.58.11 PM
Setting would have "City"
Style would have "Boutique Hotel"
Interest would have "Swimming Pool"
Someone told me this plugin would work [login to view URL] but I need someone who knows how to set it up and show my programmer.
I would also like the search bar .... when a user enter city it will appear like this (Check image Screenshot_20180202_174929)
so according to what category the property selects it will display the tags according to the category
