Need A Clone Of Mailing Site

I need a clone of [login to view URL] and/or [login to view URL]

I will be supplying the email lists. Need the users to be able to create an account, customize premade html templates, add images and text and order mailings to specific lists. And need them to be able to pay with paypal and other processor.

Looking for a simple solution. Want them to be able to create the flyer first/easily then have the option to purchase the email services.

I can work around an existing system if you have one.
