Need to create a paypal IPN functionality for my custom wordpress website

I have a wordpress website for custom meal order. The issue is when someone order any meal he redirected to paypal website for payment. After successful payment the user close the browser and didn't return to the website thank you page. The amount is deducted from his paypal account and order doesn't completed.
I need a expert WordPress guy who can implement the paypal IPN feature so that every thing work smooth.
