PHP script to upload data to SOAP API

Project: Create a PHP script that retrieves MySQL data (source data) and submits formatted XML data to a third party SOAP based API (destination API). The source data will be retrieved via call to stored procedure provided (I.e. WE will provide production ready stored procedure that will return the required data to be submitted).
Requirements:
Deliver fully functioning PHP script.
No third party libraries or frameworks may be used.
Must be willing to execute company provided non-disclosure and no compete agreement.
Bid responses that do not include the keyword “POLO” will not be considered. Sorry but if you don't take the time to read our requirements we'll not take the time to read your response.
The following will be provided by company to contractor:
Account credentials to source data (MySQL user account with rights to stored procedure)
Account credentials to destination API
Third party API documentation (XML spec, etc.)
FTP account to hosted sandbox for testing
