program to read VCE exam files

I need source code for a program that can read VCE exam files and extract the text and images. Preference is for a Java program that runs from command line but other languages and GUI applications would be considered.
There are multiple programs existing for Windows, OSX, Android that can read VCE files which could be reverse engineered to get the algorithm to read the files.
The project will only be allocated to someone who can prove they understand the VCE file format. Please don't apply if you are not familiar with the file format.
The program will be tested against a file downloaded from [login to view URL] to verify that it works.
