PSD to Wordpress Corporate Website

Hi,
I need 8 PSD designs converted into Wordpress. 7 of them are attached and the search page is still being designed.
Requirements:
-Use custom fields to make everything easily editable. No hardcoding.
-Pixel perfect coding
-Bootstrap based.
-Don't use nulled/pirated plugins.
-Fully responsive and tested on all devices and browsers.
-W3C compliant code.
-Optimized for speed load.
-Yoast SEO configured
-Use svg to make the icons and graphics look sharp on retine displays.
-News posts will be normal posts and 'beyond legal' posts will be custom posts.
-Page number 4 (enter the china market) has sections ( ex: Informations generals). Inside each section there's chapters (each element you can see inside the sections). When you click on each chapter it brings you to page 5. Page number 5 in unique for each chapter and contains the questions and answers for each chapter ( same exact design, different content introduced by the client).
To accommodate for this we need 2 things:
1. Easy system to add/delete and reorder (drag and drop) sections, chapters and questions and answers
2. Hierarchy: Page 4 is the parent page, each chapter page (page 5) is a child page, and the url for each chapter should be: [login to view URL]
