No Requirements Text Found installing with PIP3

I am installing a package on FreeBSD with PIP3. Python3 is installed correctly.
When I try to install, it goes a part of the way and then I get the error message "FileNotFound error: No such file "[login to view URL]".
I need help to successfully install my package. I may get other errors after this one is fixed.
I will pay a maximum of $25. I need help immediately. I cannot give you access to my server.
