quite complex image editing wordpress plugin

I'm looking for someone to build an image editing wordpress plugin.

I have a full brief available, but in a few lines it needs to let users upload photos, cut out background around people, adjust brightness, then drag/drop onto an image and allow re-positioning, then export to high res PDF that can be sent to a printer.

It is a little more complex than that, but this gives you an idea.
