Link building (need 100 quality links for Property company)

We require 100 permanent one way text links to a property website(which I can mention via private message). The links will need to be from pages with more than pagerank 2. No FFAs, blogs, or adult material websites. Links should be not on pages more than 2 levels deep and should be on different Ip addresses. I have 10 different anchor text phrases which I want to be used.
We have many other websites to optimise so whoever does a great job will have as many projects as they can handle moving forward.
When half the links are indexed on alltheweb we will pay half the money and the rest when the remaining links are visible.
