Custom Caller ID software for windows

We are looking for custom software under Windows Architecture (specifically Windows 7) that will sniff/record incoming caller ID information from an internal modem on a Windows 7 (Ultimate Edition) machine. Additionally, we would like this software to open a browser window (system default) when the modem receives a call. Any programming language accepted. Release of source is required.
