Build automatic message sending bot to facebook pages

I need someone to start the work sooner, sending message to facebook pages from my business page. this needs to send from different ip address to avoid ban my page url. you have simply build the program to send messages like as human, it should visit each fb page url and send message from ip address. also it shold hit inbox through this ip rotation.
Ideally, we want to have all 800,000 sent within 2 weeks and then approx 1 month in total to collect all replies. We know from previous experience that we sill receive about 1.5% message reply rate, so all together out of the 800,000 we are looking to achieve 15,000 replies.
Please tell me what you think of all the above, how you would approach it and how you think you can complete this project satisfactorily.
