Enable a stratum connection

Using Google Cloud Services, I am running a Windows Server 2016 VPS with a cryptocurrency client running. I want to be able to connect multiple stratum+tcp miners.

Effectively I want to run a mining pool, but payouts, GUI etc. are all not necessary. If there is a simple .exe file that makes that possible, that is fine.

You'd access to the Google Cloud project and all necessary access to the server. I would need a guideline of the necessary steps afterwards, so that I can reproduce them later.
