Talented and Experienced Animator Needed

I am looking for a talented and experienced animator that can prepare a video presentation specifically for the Internet -- a video clip that will be about three minutes in length and will feature a cartoon character basically speaking. There will not be a great deal of action -- beyond speaking and hand gestures that this character will make. You must have a portfolio. You must have experience. Please -- NO postings that say "I can do this" and nothing else. As I have done on other projects, such postings will be ignored. This is the first phase in what will be a long enterprise with many, many more projects featuring this cartoon character. Therefore, if good work is provided -- you can anticipate a long term relationship.

I would note that I am not quite certain how to budget this project. I do want quality work and I am willing to pay for quality work. But, I also am aware of the need to watch the bottom line.
