Windows FTP Server 8 on Windows Server 2012

We are using Windows FTP Server 8 on Windows Server 2012.
We use website panel to setup accounts for each website.
A previous admin setup two FTP accounts that show up in 'local users', not in website panel. These FTP appear to have virtual directories. Example a folder called domains has websites, a folder called tools has access to the mysql and phpmyadmin folders. Making the FTP structure easy to organize for someone working remotely.
What I need is to find out how these FTP accounts were created and setup and how to make more. I want to replicate this process for remote workers to have access to only the files I select.
