Here is the theme I wish to have converted:

Please note that there is a menu on the top, and one on the right. The one on the right is a simple list with headings. These are simple menus, not drop downs. The menu on the right block should appear above the default wordpress list, i.e., Categories, Blogs, Meta, etc.

I need this done fairly quickly, as another provider was awarded the Job but never did it.
