Tax Exempt with Woocommerce / Avalara

We have an e-commerce system built on Woocommerce. We sell mostly to organizations that are VAT/tax-exempt, so they need to be able to remove tax without any delay during the checkout process calculated by our Avalara account.
The thinking is this:
- A user marks a checkbox in checkout to indicate "My organization is exempt from tax/VAT" (as a guest, without logging in)
- Tax/VAT is removed from their purchase
- Meta data is passed with the Woocommerce order indicating that they marked their organization as exempt
- Our team (or an automation through Zapier) will filter these users and contact them to send their verification documents.
We are currently using a plugin that accomplishes this ([login to view URL]), but it does not work with Avalara ([login to view URL]).
