WordPress theme development help needed

I need help customizing a theme I have designed and started to customize. I need to display all categories in an hierarchal series of lists with the posts also listed within the lists. Certain styling needs to be applied to different levels of lists, and sometimes a thumbnail image must also be displayed for posts that have them. New categories and posts must be able to be added without modifying any php.

The first menu you see is generated from WordPress and does not look or function the way I want it to. Below the thick pink line you will see a menu in static HTML that looks and functions the way I want it to.

I also want to be able to control the order of the posts and categories manually through the WordPress admin panel - by a drag-and-drop or other interface.
