Evaluation (vote) cross-platform mobile app

I need a mobile app that people evaluate (or vote) speeches according to many criteria such as:
- Speaker expressions
- Speech content
- speaker voice
- etc
After speech, listeners then will open the app, find the a predefined location then select the speaker who already predefined in the app.
The app should have a admin panel to add locations and monitor the [login to view URL] design according to Android material design. Source code is required. This prototyping project. Three days only. Hosting will be provided.
